October 6, 2020

The Franklin Township Regular Monthly Meeting was held on October 6, 2020 in the township building.  Present at the meeting were Chairperson Lee Burch and Supervisors Phil DePue and Mark Creamer, Secretary/Treasurer Jeanne Sullivan and the people on the attached sign-in list. Lee called the meeting to order at 7:07 PM.  The pledge to the flag was recited.  Lee asked if there were any questions about the minutes.  Mark made a motion to accept the minutes. Phil seconded the motion.  The motion was passed.  Lee asked if there questions about the treasurer report. Mark made a motion to accept the report as read.  Phil seconded the motion.  The report was passed.

Correspondence:

SWN is applying for Major Modification coverage under the Erosion and Sediment Control General Permit (ESCGP-3) for Earth Disturbances on the HDK-pad.

8-1-1 sent information about Know, Recognize and Respond.

SWN sent notification of a Permit to Drill on the Conklin East pad in New Milford.

PA Dept of the Auditor General sent the Notice of 2020 Distress Determination for the Municipal Pension Reporting Program.  Our total distress score is 1.

The Office of Susquehanna County Board of Assessment Revision sent a letter explaining the assessment for structures for tax purposes.

The PA Dept of Transportation sent a Notice of Estimated Allocation Municipal Liquid Fuels and Turnback.  The Township allocation is $91,471.37

Roadmaster:

Roy reported work being done on Lake Roy Road. He is working on getting roads ready for winter.

New Business:

The supervisors discussed purchasing a loader, which the township has rented for 6 months.

Phil made a motion to purchase the loader.  Mark seconded.  Lee voted no.  The loader will be purchased.

Hiring a full or part time employee was discussed by the supervisors. It was decided to wait to make a decision.

Helen Vile asked to speak to the supervisors during the public comment part of the meeting.  She is having trouble with water run off on her property.  She had some ideas as to remedies.  After much discussion, Lee suggested that Roy and one of the supervisors meet with Helen at her property to view the problem and resolve the problem.

Lee made a motion to adjourn the meeting.  Mark seconded the motion.  The meeting was adjourned at 8:13 PM.
