November 3, 2020

The Franklin Township Regular Monthly Meeting was held on November 3, 2020 in the township building.  Present at the meeting were Chairperson Lee Burch and Supervisors Phil DePue and Mark Creamer and the people on the attached sign-in list. Lee called the meeting to order at 7:00 PM.  The pledge to the flag was recited.  Lee asked if there was a motion to accept the minutes from the October meeting. Mark made a motion to accept the minutes. Lee seconded the motion.  The motion was passed.  Lee asked for a motion to accept the treasurer report as printed.  Mark made a motion to accept the report with exception of a question about check 10132.  Lee seconded the motion.  The report was passed.

Correspondence:

PA Municipal Retirement System sent a Cash Balance Plan Adoption Agreement.

Susquehanna County Board of Assessment Revision sent the estimated assessment values for 2021 for Real Estate, Occupation, the number of Occupation taxable and the number of per capita taxable.

SWN sent notification of modification and renew permit for a drill paid in Great Bend.

Roadmaster:

Roy gave a report of the roads in the township. Booth Road will be worked on.  Lee asked Helen Vile for a time that would be convenient to meet to address the problems with the road in front of her home.

New Business:

The ordinance for the pension plan was discussed.  It will be advertised in the newspaper before it is adopted.

Mark introduced the proposed budget.  He explained any differences from the previous year budget. The proposed budget will be advertised in the newspaper.

Phil talked about the possibility of advertising the old loader in a nationwide auction.  Mark made a motion to list the loader for auction.  Phil seconded the motion.  Lee said no.  A minimum price will be set.  It can also be sold with the sealed bidding process.

Lee made a motion to adjourn the meeting.  Mark seconded the motion.  The meeting was adjourned at 7:31 PM.
