The Franklin Township Regular Monthly Meeting was held on March 6, 2018 in the township building.  Present at the meeting were Chairperson Mark Creamer, Supervisors Phil Depue and Jeanne Sullivan and the people on the attached sign-in list.  The meeting was called to order at 7:04 PM.  The pledge to the flag was recited.  Jeanne read the minutes to the previous meeting.  Mark made a motion to accept the minutes as read.  Phil seconded the motion and the motion was passed.  Jeanne read the treasurer’s report.  Mark made a motion to accept the report as read.  Phil seconded the motion and the motion was passed. 

Correspondence:

NEIC sent a Certificate of Occupancy for Thomas J. Bolles Irrevocable Trust.

PSATS sent a letter stating that there is a pricing adjustment for the Trustees Insurance and Retirement Services.  The ending balance on the 2016 annual statement does not match the beginning balance on the 2017 annual statement.  This is due to an amendment to change the advisor (Summit Financial) from commission based to fee based.  This results in an increase in the interest rate from 2.70 to 2.85 for the portion of our plan assets in the Fixed Fund.

The Susquehanna County Tax Claim Bureau sent notification that Richard Niederberger made his returns in full for Franklin Township for 2017 tax duplicates.

The Susquehanna County Board of Assessment Revision sent the Certified Assessment Values for 2018.

The Susquehanna County Commissioners sent notice that the total valuation for Real Estate is $16,800,739.  County Tax is Real Estate General is $176,407.76 and County Library is $5,544.61.

The county sent a bill for the township’s 2018 duplicates.  It is $259.97.

PSATS sent a letter inviting us to again enroll in the CDL Program.

PA Dept. of Transportation sent letters informing the township that the 2018 Road Turnback payment would be $36,720 and Liquid Fuels would be $103,054.86.  They will be paid on March 1st.

The Susquehanna County Conservation District sent an invitation to the Annual Heavy Equipment Contractors Workshop.

Charter Communications sent a letter informing us that they are upgrading the TV service to 100% digital as of March 20th.

Old Business:

The Supervisor’s discussed to trading in the old roller and purchasing a new one.  Roy researched purchasing the equipment and felt the best roller for the township would be a CAT roller for $103,829.  Mark made a motion to buy the CAT Roller.  Phil seconded the motion.   The motion is carried.

Mark opened the bids.  Mark made a motion to accept all bids.  Phil seconded the motion.  The motion passed.

Mark made a motion to adjourn the meeting at 7:40 PM.  Phil seconded the motion.  The meeting was adjourned.
