November 5, 2019

The Franklin Township Regular Monthly Meeting was held on November 5, 2019 in the township building.  Present at the meeting were Chairperson Mark Creamer and Supervisors Phil DePue and Jeanne Sullivan and the people on the attached sign-in list.  Mark called the meeting to order at 7:11 PM.  The pledge to the flag was recited.  Jeanne read the minutes from the last meeting.  Mark made a motion to accept the minutes as read. Phil seconded the motion.  The motion was passed.  Jeanne read the treasurer’s report.  Mark made a motion to accept the report as read.  Phil seconded the motion.  The report was passed.

Correspondence:

Summit Financial sent the total account value for the Pa. Municipalities Pension Trust.  The total for the township as of 9/30/19 is $137,582.73.

John Watts from JHA sent a letter about continuing service for 2020.

Peoples Security Bank sent a letter stating the CD account balance is $304,529.04.  Their auditor requested a signature to confirm the amount.

SWN sent a letter about Natural Gas Well Development in several communities including Franklin Township.  The company is requesting a questionnaire be completed.

Susquehanna County Dept of Planning and Development sent notification about the Haberle/Mulligan – Cokely-Kern subdivision.

PA DEP sent a letter acknowledgement of the final report pertaining to the 73 Webster Well Pad and in a separate letter the Post Remediation Care Plan Activities for the Mitchell Well Pad 79.

The Susquehanna County Planning Commission sent notification that the Commission granted preliminary and final approval for the revised Blachek Major Subdivision.

SWN sent the supervisors a mailing for a Permit To Drill at Bolles SE 3H.

Phil announced that Roy Johnson had rescinded his resignation while he was on paid vacation.  Roy will return on November 4th.

Road Report:

Potter and Olszeski Roads have been graded.

Nine hundred ninety tons of small stone have been hauled and mixed with the cinders in the shed in anticipation of the winter.  The township paid $5.32 per ton compared to the $15 per ton that is normally charged by Lopke.

The township got a permit to fix Conroy Road.  The creek was taking the road.  Roger put in a new wall.  Thirty loads of big stacking stone and modified were used on the job.

Dave Mitchell assisted in setting up the plow trucks for the winter.

Winter is approaching and a few small road project need to be completed such as fixing pot holes.

Mark made a motion to adjourn the meeting.  Phil seconded the motion.  The meeting was adjourned at 7:34 PM.
