The Franklin Township Regular Monthly Meeting was held on July 2, 2019 in the township building.  Present at the meeting were Chairperson Mark Creamer and Supervisors Phil DePue and Jeanne Sullivan and the people on the attached sign-in list.  Mark called the meeting to order at 7:05 PM.  The pledge to the flag was recited.  Jeanne read the minutes from the last meeting.  Mark made a motion to accept the minutes as read. Phil seconded the motion.  The motion was passed.  Jeanne read the treasurer’s report.  Mark made a motion to accept the report as read.  Phil seconded the motion.  The report was passed.

Correspondence:

SWN sent a notification for Permit to Drill at Innes in New Milford Township

An article by Kelly Burke from the Transcript about the township was discussed.  The title of the article was “Contaminated Soil in Franklin Twp.”.  There were several errors in the article.  Ms. Burke was at the June meeting.

New Business:

Phil reported that Cat C. had been filed with FEMA.  This work included August and September of 2018.  The site inspection was completed.  Fahs sent a bid for FEMA work for 7.5 million and Insinger bid was 9.8 million.  Both were given to FEMA.  We are now waiting for FEMA to complete Cost and Scope.

Phil also reported that Lopke would not have materials for about 6 months.

The supervisors discussed the possibility of securing a loan for $350,000. This might be necessary until some FEMA and PEMA reimbursement money is made available to the township.  Mark made a motion to secure a loan for $350,000.  Phil seconded the motion.  The motion passed with 3 votes.

Mark made a motion to adjourn the meeting.  Phil seconded the motion.  The meeting was adjourned at 8:03.
