September 2017

The Franklin Township Regular Monthly Meeting was held on September 5, 2017 in the township building.  Present at the meeting were Chairperson Dan Depue, Supervisors Mark Creamer and Charles Rosengrant, the Secretary/Treasurer Jeanne Sullivan and the people on the attached sign-in list.  Dan called the meeting to order at 7:03 PM.  The pledge to the flag was recited.  Jeanne read the minutes from the last meeting.  Dan made a motion to accept the minutes as read.  Mark seconded the motion.  The motion passed.  Jeanne read the treasurer’s report.  Dan made a motion to accept the report as read.  Mark seconded the motion.  The report was passed.

Correspondence:

The Susquehanna County Commissioners informed the Township that the Susquehanna County Road and Bridge Crew would be conducting maintenance on County owned bridges.

SWN sent Notice of Intent for Consumptive use on Bolles South Pad.

Susquehanna County Assessment Office-Occupation/Per Capita sent an up-dated exoneration form.

NEIC sent a Certificate of Occupancy for permit holder T-Mobile for cell tower antennas installation on Forks Hill Road.

Susquehanna County Township Officials Association sent an invitation to the 105th Convention being held on October 19th.

GPI Engineering and Construction Services sent a copy of the Susquehanna County Routine Bridge Inspection and Analysis Report for South Bailey Road over Snake Creek.

The Commonwealth of PA Dept. of Environmental Protection sent a Chapter 105 Water Obstructions and Encroachment General Permit Registration.

SWN sent notifications of wells in Liberty and New Milford Townships.

Cabot Oil and Gas sent notice renew Permit Application for Drilling or Altering a well in Bridgewater Township.

PA Public Utility Commission sent the County and Municipality Disbursement for 2016.  Franklin Township will receive $208,232.95

PSATS sent the Actuarial Valuation Report for the Pension Plan.

PSATS sent the Trustees Insurance and Retirement Services Minimum Municipal Obligation cost sheet for 2018.  The obligation for the Township is $8,955.

Diane Calhoun, the Trust Manager for PSATS Trustees Insurance and Retirement Services, sent information about Benefits of 10-Year Amortization.

PA Dept. of General Services sent information and a form to complete if the Supervisors are interested in the Federal Surplus Property Program.

New Business:

Dan gave the road work report on Johnson Road and Conroy Road.

Dan reported about his meeting with the DEC for permits for Conroy Road and the creek in Franklin Forks.

Dan made a motion to adjourn the meeting.  Mark seconded the motion.  The meeting was adjourned at 7:35 PM.
