March Meeting Minutes:

The Franklin Township Regular Monthly Meeting was held in the Township Municipal Building on Tuesday, March 1st.  The meeting was called to order at 7:10 P.M. by Chairperson Mark Creamer.  Present at the meeting were Supervisors Mark Creamer and Dan Depue and the Secretary/Treasurer.   Also present were the people on the attached sign-in sheet.

 

The meeting was started with the pledge to the flag.

 

Minutes for the February meeting were read.  Mark made the motion to accept the minutes.  Dan seconded the motion.  The motion passed with 2 yes votes.

 

The Treasurer’s Report was read.  Mark made the motion to accept the minutes.  Dan seconded the motion.  The motion passed with 2 yes votes. 

 

Correspondence:

PSATS sent notification of another unemployment claim by Terry Rosevear.

 

A letter was received for PSATS CDL Program with our certificate of enrollment.

 

PA EPA sent a letter for a planning module – new land development component for Jay and Sandra Birtch. COG also sent a letter stating the sewage permit may be accepted and processed.

 

Old Business:

Williams has signed the Road Maintenance Agreement.  We should receive it by mail within a few days.  A copy of the agreement was also sent to Laser Midstream.

 

Williams has contacted the Supervisors about installing fresh water lines on the Township right-of-ways to get water to the sites.  The water would come from multiple sources.  The waste water would need to be trucked away. 

 

Laser Midstream asked about taking heavy equipment up Valley View Road.

 

Vernon Tompkins was in attendance to give the Supervisors quotes on stone.  He is with Eastern Industries.

 

Roy and Dave are taking a course on Dirt and Gravel Roads in Springville.

 

Dan thanked the workers for the great job they were doing.

 

Anyone wishing to run in the primary election needs to have their paperwork in by March 8th.

 

We will be trying Miracle Dust Control product on the roads this year.

 

Pratt and Booth Roads will be worked this year.   Major work will be done on Quarry Road.

 

Mark introduced Resolution 2011-5 for reorganization of the bank accounts.  Accounts have been opened at Pennstar Bank.  The four accounts are Franklin Township Fire, Franklin Township Capital Reserve, Franklin Township Equipment and Franklin Township State.    Mark made a motion to accept the resolution. Dan seconded the motion.  The motion passed with 2 yes votes. The PLGIT accounts (State and Capital Reserve) were closed. 

 

Rick Neiderberger, tax collector, stated that tax bills went out yesterday.

 

Mark made a motion to adjourn the meeting.  Dan seconded the motion.  The motion passed with 2 yes votes.  The meeting was adjourned at 8:44.
