December Meeting Minutes:
The Franklin Township Regular Monthly Meeting was held in the Township Municipal Building on December 7th. The meeting was called to order at 7:05 P.M. by Chairperson Dan Depue. Present at the meeting were Supervisors Dan Depue, Mark Creamer and Secretary/Treasurer Jeanne Sullivan. Also present were the people on the attached sign-in sheet.
The meeting was started with the pledge to the flag.
The Minutes from the November meeting were read. Dan made a motion to accept the Minutes as read. Mark seconded the motion. The motion passed with 2 yes votes.
The Treasurer’s Report was read. Dan made a motion to accept the Treasurer’s Report. Mark seconded the motion. The motion passed with 2 yes votes.
Correspondence:
PSATS sent an invitation to the Annual Convention being held from April 17th thru the 20th in Hershey. PA.
We received an application under the Automated Red Light Enforcement Transportation Enhancement Grant Program from PA Dept. of Transportation.
PSATS sent notification that the US EPA put Pennsylvania, parts of which are in the Chesapeake Bay Watershed, on a pollution diet.
PSATS is seeking nominations for the President’s Leadership Award.
The PA DEP sent notice that it is making a regulatory change to the designated uses of the Silver Creek. The creeks that are included are Silver Creek, East Branch, Hemlock Creek, Little Eqypt Creek and East Branch Tunkhannock Creek basins.
A bill for continuing membership in PSATS for the amount of $642 was received. The membership includes a fee for the Legal Defense Partnership, New Laws Service, 2010 PA Township News Archive Index CD-ROM, 4 Subscriptions to PA Township News and CDL Program Membership Renewal. Dan made a motion to pay $642 for continuing membership. Mark seconded the motion. The motion carried with 2 yes votes.
COG
Dan attended the COG meeting on November 16th. They reviewed and accepted the budget. We received a bill for the dues of $180. The bill has been paid.
New Business:
Dan proposed Resolution 2010-4 which raises the millage for the Fire Tax from 1.25 to 1.35. This was requested by United Fire Company. Dan made a motion to raise the millage. Mark seconded the motion. The motion passed with 2 yes votes.
United Fire Company sent us a contract to sign and it has been returned. Contracts for Snake Creek and Columbia have to be sent out by us.
An advertisement was placed in the newspaper for the Township Budget and a copy of the Budget has been taped in the front window of the Municipal Building for the public to view.
Newspaper ads have been placed for Fuel Bids.
There was a discussion about the Per Capita Tax and if the Township should continue to collect it.
Dan announced that the End of the Year Meeting will be held on Tuesday, December 28th at 7:00 P.M. The required Organizational Meeting will be held on Monday, January 3rd at 7:00 P.M. The Auditor’s meeting will held on January 4th. The meetings will be held in the Township Municipal Building and they will be advertized in the newspaper.
There was a meeting with Williams Pipe representatives this month about a road maintenance agreement.
All street signs for the Township were ordered through Bradco. This includes the one for the State road.
Dan commended Roy and Dave for their work during the recent rainstorm.
The Township purchased a new spreader from Snake Creek Marine.
The Supervisors regretfully accepted Tom Docherty’s resignation as Supervisor as of this meeting date.
Dan made the motion to pay the bills. Mark seconded the motion. The motion passed with 2 yes votes.
