September Meeting Minutes:
The Franklin Township Regular Monthly Meeting was held in the Township Municipal Building on September 7th. The meeting was called to order at 7:00 PM. Present at the meeting were Supervisors Tom Docherty, Mark Creamer, Dan Depue and the Secretary/Treasurer. Also present were the people on the attached sign-in list.
The meeting was started with the pledge to the flag.
The Minutes from the August meeting were read. Dan made a correction to the minutes to read stone and cinders. Dan made a motion to accept the minutes with correction. Mark seconded the motion. The motion was passed with 3 yes votes.
The Treasurer’s Report was read. Mark made the motion to accept the Treasurer’s Report. Tom seconded the motion. The motion was passed with 3 yes votes.
Correspondence – The Susquehanna County Department of Planning and Development sent a notification to the Township that Dave and Sharon Jordan submitted an application for an addition subdivision.
Cabot Oil and Gas Corporation requested a permit for a well pad and tank farm on the Watrous Site on Johnson Road. The Supervisors are working with Cabot on a road maintenance agreement.
Williams Productions Appalachia L.L.C. applied for a permit for a site on the Depue Farm. The permit is for a roadway and pad.
Williams Productions Appalachia L.L.C. has applied for water rights for the Hollenbeck well. They have also applied for a permit for a pad on Forks Hill Road.
PSATS sent a letter about National Preparedness Month.
Alta Resources, LLC lease has been assigned to Williams Production Keystone, L.L.C.
The Susquehanna County Assessment Office has changed the assessment on Knopnick’s property.
COG sent notification for the application for a garage on the John Barbee property.
A Road Safety Survey was received from PENNDOT.
Dan asked to rescind the motion from last month to discontinue drug testing through PSATS. PSATS told Dan we have to be in a consortium.
New Business:
Cargill Salt contacted Dan about a contract to purchase salt that had been made in the past. According to the contract we had to take 60% of the 120 ton of rock salt that was in the original contract. We do not have a contract for next year.
The construction on Hawk Road was started. The pipe has been put in place.
There are 3 possibilities for a new supervisor. Interviews will be conducted in the future.
Dan thanked Tom for his service.
Half of the Township roof has been painted. More paint needs to be purchased to complete the project.
Dan made a motion to pay the bills. Tom seconded the motion. The motion passed with 3 yes votes
Dan made a motion to adjourn the meeting. Mark seconded the motion. The motion passed with 3 yes votes. The meeting was adjourned at 7:40 P.M.
