May 2, 2017<\/p>\n

The Franklin Township Regular Monthly Meeting was held on May 2, 2017 in the township building.\u00a0 Present at the meeting were Supervisors Mark Creamer and Charles Rosengrant, the Secretary\/Treasurer Jeanne Sullivan and the people on the attached sign-in list.\u00a0 Mark called the meeting to order at 7:06 PM.\u00a0 The pledge to the flag was recited.\u00a0 Jeanne read the minutes from the last meeting.\u00a0 Mark made a motion to accept the minutes as read.\u00a0 Charles seconded the motion.\u00a0 The motion was passed.\u00a0 Jeanne read the treasurer\u2019s report.\u00a0 Mark made a motion to accept the report as read.\u00a0 Charles seconded the motion.\u00a0 The report was passed.<\/p>\n

Correspondence:<\/p>\n

Mark read Dan\u2019s road report.\u00a0 \u00a0A Dirt and Gravel grant was submitted for Hunsinger Road for $86,000.\u00a0 Work on Olzsewski Road is complete.\u00a0 SWN wants to build the road from Ebbs Corner Road from the King pad to Booth Road.\u00a0 They are working up a price for topping the rest of Booth Road to Milk Can Corners.\u00a0 They will be drilling Bolles South and they will be pumping water from the King pad to Bolles.\u00a0 The estimated cost is around $180,000.<\/p>\n

We received a driveway permit application from Angelina Gathering Company, LLC for the Bolles pad.<\/p>\n

SWN sent a notification for a permit to drill in New Milford Township.<\/p>\n

PA DEP sent notification for the Montrose Hillbillies II, LLP Minor Subdivision.<\/p>\n

Summit Financial Corporation reported that the Township\u2019s Municipalities Pension Plan was valued at $133,748.94 as of March 31, 2017.<\/p>\n

PSATS sent a thank you for our continued membership and a gold strip for the plaque.<\/p>\n

Joe Hunt sent notification of Bolles South Well Connect in the township.<\/p>\n

New Business:<\/p>\n

Mark and Jeanne explained the some of the problems that were discovered in the last two months.<\/p>\n

-PA UC quarterly reports hadn\u2019t been filed since June 2014.<\/p>\n

-PSATS UC quarterly reports had not been filed since 2015.<\/p>\n

-Late payment fines assessed for US Dept. of Treasury were paid.<\/p>\n

-Problems with QuickBooks<\/p>\n

Jeanne interviewed 3 payroll services.\u00a0 Erin Jenner from Angelo Ventresca Associates will be doing the payroll starting this week.\u00a0 She has experience working with municipalities and is aware of an amnesty program that may reduce the fines.\u00a0 She will also set up a fresh set of QuickBooks.\u00a0 Since the township\u2019s laptop and scanner\/fax\/copier do not function properly, new equipment will be purchased along with a new version of QuickBooks.\u00a0 A payroll account with Peoples was opened by transferring $10,000 from the General Account.\u00a0 Mark made a motion for the bank account, to outsource payroll and equipment and QuickBooks purchases.\u00a0 Charles seconded the motion.<\/p>\n
