{"id":564,"date":"2012-04-25T11:50:11","date_gmt":"2012-04-25T15:50:11","guid":{"rendered":"http:\/\/franklintwp.info\/?p=564"},"modified":"2012-04-25T11:50:11","modified_gmt":"2012-04-25T15:50:11","slug":"2012-march-board-of-supervisors-meeting","status":"publish","type":"post","link":"http:\/\/franklintwp.info\/?p=564","title":{"rendered":"2012 March Board of Supervisors Meeting"},"content":{"rendered":"<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">The Franklin Township Regular Monthly meeting was held in the Township Municipal Building on Tuesday, March 6<\/span><sup><span style=\"font-size: x-small;\">th<\/span><\/sup><span style=\"font-size: small;\">.\u00a0 The meeting was called to order at 7: 05 P.M. by Chairperson Mark Creamer.\u00a0 Present at the meeting were the Chairperson, Supervisors Dan Depue, Lee Burch and the Secretary\/Treasurer.\u00a0 Also present were the people on the attached sign-in sheet.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">The meeting was started with the pledge to the flag.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">The minutes to the previous meeting were read.\u00a0 Rich Niederberger made a correction in the minutes.\u00a0 The name is School Road, not School House Road.\u00a0 Mark made a motion to accept the minutes with the correction.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">The Treasurer\u2019s report was read. Mark made a motion to accept the report.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Correspondence:<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">An Act 14 Notification was received from Rettew for the Snake Creek Gathering System.\u00a0 This is a continuation of the notification that was received last month adding on the Herman pad.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">A notice from the PA Dept. of Environmental Protection was received. A Bluestone Permit for Small Non-coal Operations was granted to Scott Rosenkrans Flagstone, LLC.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Borton Lawson sent a General Permit 7 Notification for the Buxbaum Well Pad access road.\u00a0\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">ARM Group sent an Act 14 Notification for the Langstaff Well Pad and access road.\u00a0\u00a0 The project is located off\u00a0 Hawk Road.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">Last month a bid from Unique Building Systems was received for $9800 to replace the Municipal Building\u2019s roof.\u00a0 A motion to table the proposal until the March meeting was passed for financial reasons.\u00a0 Mark made a motion to accept the bid if the price was still the same.\u00a0 Lee seconded the motion.\u00a0 The motion passed with 3 yes votes. <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Requests for sealed bid were advertised in the Montrose Independent for fuel, material and equipment (by the hour).\u00a0 The Supervisors received the following bids:\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">-John Bottom sent a bid for calcium.\u00a0 Dan was not sure if we needed calcium. The Supervisors have not yet decided if calcium or magnesium would be used on the road.\u00a0 Dan said the bid should be accepted if calcium was needed. No motion was made. <\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">-Brown Farm Enterprises sent a bid for black cinders. Dan made a motion to accept the bid.\u00a0\u00a0 Lee seconded the motion. The motion passed with 3 yes votes.<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">\u00a0-There were no bids for fuel. <\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">Mark made a motion to open a line of credit at PNB for $100,000.\u00a0 The Township has been doing work on the roads and WPX is reimbursing the Township for that work.\u00a0 \u00a0\u00a0At times money is getting very tight and checks are coming in just in time.\u00a0 The line of credit would ensure that the Township\u2019s vendors are paid in a timely manner.\u00a0 Mark made motion.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.\u00a0\u00a0 The line of credit needs to be renewed on a yearly basis.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Roadmaster Report: <\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">Work has been done on Bronson Hill and School Road.\u00a0 Work has also been done on Hawk Road from Franklin Hill Road to Booth Road.\u00a0 The reimbursement process has worked out exceptionally well with WPX.\u00a0 The Township donates the grader, roller and the two road workers. WPX reimburses the Township expenses for employee overtime pay, subcontractors, materials and trucking.\u00a0 Dan stated that as of February 1st WPX has reimbursed the Township $174,000.\u00a0 We have another $50,000 to $70,000 to bill them.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Work will be done on Hawk Road to Booth Road and then to Pratt.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Dan attended the Susquehanna Co. Special Commissioners\u2019 meeting today on HB1950 \u2013 ACT 13 (Impact Fee).\u00a0 The majority of people in attendance were in favor of the ACT.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Dan attended the COG meeting in February. <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">The April 19th NTC meeting will be held in Franklin Township.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Dan had a meeting with Ed Sumski from PENDOT today about the Bailey Road Bridge.\u00a0 The bridge had minimal damage from high water. \u00a0<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Mark introduced Tara Howey from WPXENERGY.\u00a0 She is a State Government Affairs Representative.\u00a0 <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Public comment:<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">Two families from Franklin Forks attended the meeting to inform Township residence that they were having problems with their water.\u00a0 Before the end of the meeting another resident voiced concern about his water also.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Mark made a motion to adjourn the meeting.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.\u00a0 The meeting was adjourned 8:27 P.M.\u00a0 \u00a0<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Respectfully Submitted,<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;
