The Franklin Township Regular Monthly Meeting was held in the Township Municipal Building on Tuesday, February 7<\/span>th<\/span><\/sup>.\u00a0\u00a0 The meeting was called to order at 7:04 P.M. by Chairperson Mark Creamer.\u00a0 Present at the meeting were Supervisors Mark Creamer, Dan Depue, Lee Burch and the Secretary\/Treasurer.\u00a0 Also present were the people on the attached sign-in sheet.<\/span><\/span><\/p>\n

The meeting was started with the pledge to the flag.<\/span><\/span><\/p>\n

The minutes to the previous meeting were read.\u00a0 Mark made a motion to accept the minutes.\u00a0 Lee seconded the motion.\u00a0 The motion passed with 3 yes votes.<\/span><\/span><\/p>\n

The Treasurer\u2019s Report was read.\u00a0 Mark made a motion to accept the report.\u00a0 Lee seconded the motion.\u00a0 The motion passed with 3 yes votes.<\/span><\/span><\/p>\n

Correspondence:<\/span><\/span><\/p>\n

We received notification from Williams that Williams is now WPX Energy.<\/span><\/span><\/p>\n

An Act 14 Notification for a Well Pad and Access Road was received from ARM Group for the Langstaff site.<\/span><\/span><\/p>\n

The ARM Group sent an Act 14 modification notice for a Major Revision Application for the Snake Creek Gathering Pipeline.<\/span><\/span><\/p>\n

An Act 14 Notification for Major Modification \u2013 Erosion and Sediment Control was received for the Mitchell Pad. Also an Act 14 Notification was received from Rettew for a Lateral Pipeline Project at the Mitchell site.<\/span><\/span><\/p>\n

The PA DEP sent a copy of a Bluestone Small Non-coal Surface Mining Permit granted to Mahlon Winklebleck, Jr.<\/span><\/span><\/p>\n

PSATS sent a copy of the bridge inspection on Bailey Road.\u00a0 Recommendations were made in the report about work that should be done within the next 2 years.<\/span><\/span><\/p>\n

The Office of the Auditor Pension sent the Pension Portfolio Statement.\u00a0 The value as of 12\/31\/11 is $118,252.99.\u00a0 <\/span><\/span><\/p>\n

New Business:\u00a0 <\/span><\/span><\/p>\n

Only one bid was received for replacing the Municipal Building roof.\u00a0 Gary Johnson from Unique Building Systems bid was for $9800.\u00a0\u00a0 Dan made motion to table for 1 month for financial reasons.\u00a0 Mark seconded the motion.\u00a0 The motion passed with 3 yes votes.\u00a0 Jeanne was asked to send a letter to Mr. Johnson explaining that the roof will be discussed at the next meeting.<\/span><\/span><\/p>\n

Dan mentioned that the Ordinance to accept flood plain maps needed to be done.<\/span><\/span><\/p>\n

Soil Conservation will have crews available to clean out streams where trees have fallen.\u00a0 They will only deal with dead trees.\u00a0 \u00a0Residence should notify the Supervisors if they know where trees need to be cleared.<\/span><\/span><\/p>\n

The Supervisors had a meeting with Williams on February 6<\/span>th<\/span><\/sup>.\u00a0 Dan asked if the PR person would be available to attend a meeting.\u00a0 At the time of the meeting Williams didn\u2019t have a PR person.\u00a0 He was told that a new PR person would be starting within a few days and that person would be available to attend a meeting in the future.\u00a0 <\/span><\/span><\/p>\n

Roadmaster:<\/span><\/span><\/p>\n

The gas company is having work done on Bailey Road and on the lower side of Hawk Road.\u00a0 Work is also being done on the back side of Forks Hill Road.\u00a0 <\/span><\/span><\/p>\n

Roy, David and Roger Gillett are working on Bronson Hill and School Road.\u00a0 Williams had agreed that we will fix the roads and they will compensate the Township.\u00a0 The Supervisors are donating the Township employees, grader and dirt roller.\u00a0 Williams will pay for the materials, trucking and the subcontractor. Dan submitted a bill to Williams for $70,000.<\/span><\/span><\/p>\n

They are now working on the corner of Pratt and School Roads.<\/span><\/span><\/p>\n

The water trucks are running on Bronson Hill, School, Pratt, Booth and Hawk roads to the Valley View Pad.\u00a0 Then they will be moving to the Webster Pad and then to the Herman Pad.<\/span><\/span><\/p>\n

On January 30<\/span>th\u00a0 <\/span><\/sup>Dan signed and submitted the FEMA Grants.\u00a0 Hurricane Irene\u2019s total was $7,104.17.\u00a0 Tropical Storm Lee\u2019s total was $54,115.70.\u00a0 It will take approximately 60 days for the Township to receive the check.<\/span><\/span><\/p>\n

The FEMA representative made the suggestion that an addition should be made to the Reorganizational Chart to state a rate for Supervisor pay when work is performed outside supervisory work.\u00a0 Carolyn Pratt, Auditor, said that the auditors set the rate of pay for these situations on a yearly basis.\u00a0 The auditors set it at $12.00 per hour for 2012.\u00a0 The rate will be added to the Chart.<\/span><\/span><\/p>\n

Mileage of $.55 per mile will also be added to the Chart.<\/span><\/span><\/p>\n

Vandalism was done to the Township Building on January 23<\/span>rd<\/span><\/sup>.\u00a0 Paint balls were shot hitting the walls, a window was broken in the office area and a fire extinguisher was sprayed in the back barn.\u00a0 The barn is now locked at night.\u00a0\u00a0 An incident report was filed with the State Police.\u00a0\u00a0 <\/span><\/span><\/p>\n

Lee and Dan attended the COG meeting on January 7<\/span>th<\/span><\/sup>.\u00a0 \u00a0<\/span><\/span><\/p>\n

Jeanne reported she had contacted both lending institutions about the Township loans.\u00a0 There will be no penalty for early payoff with the State LGCP Loan.\u00a0 PNB said there is no penalty for additional payments on the principal of the big loan.\u00a0 It was decided that upon availability of funds, $1000 extra per month would be paid on the PNB loan starting February.\u00a0 <\/span><\/span><\/p>\n

There will be an NTC Meeting on April 19<\/span>th<\/span><\/sup> in Franklin Township.<\/span><\/span><\/p>\n

Mark made a motion to adjourn the meeting at 7:55 P.M.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.<\/span><\/span><\/p>\n
