The Franklin Township Reorganizational Meeting was held in the Township Municipal Building on Tuesday January 3<\/span>rd<\/span><\/sup>.\u00a0 The meeting was called to order at 7:03 P.M. by Dan Depue acting on behalf of Chairperson Mark Creamer.\u00a0 Present at the meeting were Supervisors Dan Depue, Lee Burch and the Secretary\/Treasurer.\u00a0 Also present were the people on the attached sign- in list.<\/span><\/span><\/p>\n

 <\/p>\n

The meeting was started with the pledge to the flag.<\/span><\/span><\/p>\n

 <\/p>\n

Dan introduced and welcomed our new supervisor Lee Burch, auditors Cathy Chiarella, Carolyn Pratt, and Jeff Sammon.<\/span><\/span><\/p>\n

 <\/p>\n

Dan nominated Mark Creamer for the position of Chairperson and Dan for the position of Vice Chairperson for 2012.\u00a0 The remainder of the Reorganizational information is attached.<\/span><\/span><\/p>\n

 <\/p>\n

Dan asked that a letter be sent to Michael Giangrieco requesting his services as solicitor for Franklin Township.<\/span><\/span><\/p>\n

 <\/p>\n

Dan made a motion for Resolution number 2012-1 to pay the bills on a weekly basis with the approval of one Supervisor. Lee seconded the motion.\u00a0 The motion passed with 2 yes votes.\u00a0 <\/span><\/span><\/p>\n

 <\/p>\n

Meeting adjourned at 7:14 P.M.<\/span><\/span><\/p>\n

The Regular Monthly Meeting immediately followed.<\/span><\/span><\/p>\n

 <\/p>\n

Jeanne made a correction to the 12\/28\/10 minutes since a typo was discovered.\u00a0 The minutes stated that the real estate millage was 9.9.\u00a0 It should have read 9.5.\u00a0 The correction was made in the minutes.<\/span><\/span><\/p>\n

 <\/p>\n

The minutes for the previous meeting were read.\u00a0 Dan made a motion to accept the minutes.\u00a0 Lee seconded the motion.\u00a0 The motion passed with 2 yes votes.<\/span><\/span><\/p>\n

The Treasurer\u2019s Report was read.\u00a0 Dan made a motion to accept the report.\u00a0 Lee seconded the motion.\u00a0 The motion \u00a0passed with 2 yes votes.<\/span><\/span><\/p>\n

 <\/p>\n

Act 14 sediment was received from Rettew for Erosion and Sediment Control on the Mitchell pad.<\/span><\/span><\/p>\n

 <\/p>\n

The Pennsylvania Department of Transportation sent a notice of payment for State Police fines.\u00a0 A payment of $1,566.81 will be deposited in the General Fund Account.\u00a0 <\/span><\/span><\/p>\n

 <\/p>\n

The DEP sent copies of permits for bank rehabilitation, bank protection & gravel bar removal for Kim Forys, Stephen Snow, Russell Snow, and Lee Fassett.<\/span><\/span><\/p>\n

 <\/p>\n

The Susquehanna Count Housing\/Redevelopment Authority sent information about a block grant for low income housing.<\/span><\/span><\/p>\n

 <\/p>\n

Notification of Well Drilling or Alterations was received from William for the well pad on Pratt Road.\u00a0 Six wells will be drilled at the site.<\/span><\/span><\/p>\n

 <\/p>\n

New business:<\/span><\/span><\/p>\n

 <\/p>\n

Dan made a motion to pay up to an extra $1000 per month on the principal of the large loan at PNB upon availability of funds.\u00a0 Lee seconded the motion.\u00a0 The motion passed with 2 yes votes.\u00a0 Jeanne will contact the bank about the possibility of a penalty for the additional payment on the principal.<\/span><\/span><\/p>\n

 <\/p>\n

Jeanne will also contact the State to inquire about early payoff penalties with the LGCP loan.<\/span><\/span><\/p>\n

 <\/p>\n

An advertisement was placed in the Independent for bids to replace the Municipal Building roof.\u00a0 <\/span><\/span><\/p>\n

 <\/p>\n

Road master Report:<\/span><\/span><\/p>\n

 <\/p>\n

Dan is waiting to have a meeting with the FEMA Representative for damages that occurred during Hurricane Irene and tropical storm Lee.\u00a0 Dan has all of the paperwork complete.\u00a0 \u00a0<\/span><\/span><\/p>\n

 <\/p>\n

Roadwork was done by the gas company on the back side of Forks Hill Road.\u00a0 It will be topped in the spring. <\/span><\/span><\/p>\n

 <\/p>\n

Fracking is being done on the Hollenbeck well.<\/span><\/span><\/p>\n

 <\/p>\n

The gas company is drilling on the Mitchell pad. <\/span><\/span><\/p>\n

 <\/p>\n

Work is still being done on Valley View Road. <\/span><\/span><\/p>\n

 <\/p>\n

The well on Pratt road was started.\u00a0 <\/span><\/span><\/p>\n

 <\/p>\n

Some people attending the meeting voiced concerns about the condition of Hawk Road. Dan explained that Hawk Road is the responsibility of the gas company.\u00a0 <\/span><\/span><\/p>\n

 <\/p>\n

Baptist Hill Road has problems due to the grinding process.\u00a0 <\/span><\/span><\/p>\n

 <\/p>\n

Dan will send an e-mail to Williams asking for a representative to come to a meeting to hear concerns from property owners.<\/span><\/span><\/p>\n

 <\/p>\n

There will be a COG meeting on the 17<\/span>th<\/span><\/sup>.<\/span><\/span><\/p>\n

 <\/p>\n

NTC will have a meeting on 19<\/span>th<\/span><\/sup>.<\/span><\/span><\/p>\n

 <\/p>\n

A Year End Report was received from Snake Creek Fire Department.<\/span><\/span><\/p>\n

 <\/p>\n

The Township received signed contracts from United and Columbia Fire Companies.<\/span><\/span><\/p>\n

 <\/p>\n

It was announced that Dale Webster made a donation of 225 dump truck loads for a total of 4500 tons for work being done by Vestal Asphalt for work being done on Forks Hill Road.<\/span><\/span><\/p>\n
