{"id":491,"date":"2011-10-14T14:47:51","date_gmt":"2011-10-14T18:47:51","guid":{"rendered":"http:\/\/franklintwp.info\/?p=491"},"modified":"2011-10-14T14:47:51","modified_gmt":"2011-10-14T18:47:51","slug":"2011-october-board-of-supervisors-meeting","status":"publish","type":"post","link":"http:\/\/franklintwp.info\/?p=491","title":{"rendered":"2011 October Board of Supervisors Meeting"},"content":{"rendered":"<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">9\/6\/11<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">The Franklin Township Regular Monthly Meeting was held in the Township Municipal Building on Tuesday, September 6<\/span><sup><span style=\"font-size: x-small;\">th<\/span><\/sup><span style=\"font-size: small;\"> at 7:07 P.M.\u00a0 The meeting was called to order by Chairperson Mark Creamer.\u00a0 Present at the meeting were Supervisors Mark Creamer, Dan Depue, Arthur Starks and the Secretary\/Treasurer.\u00a0 Also present at the meeting were the people on the attached sign-in list.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">The meeting was started with the pledge to the flag.<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">The Minutes from the August meeting were read.\u00a0 Mark made a motion to accept the Minutes.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">The Treasurer\u2019s Report was read.\u00a0 Mark made a motion to accept the report.\u00a0 Arthur seconded the motion.\u00a0 The motion passed with 3 yes votes.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Correspondence:<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">The PA Department of Conservation and Natural Resources sent a notice that the pedestrian footbridge at Salt Springs State Park would be replaced.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">An Act 14 Notification was received from Rettew for an Erosion and Sediment Control Permit and a General Permit Registration to the PADEP at the Knapik Pad.\u00a0 \u00a0<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">An Act 14 Notification was received from Rettew for the Snake Creek Gathering Pipeline which connects the Knapik, Hollenbeck, Webster and Herman pads.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Williams sent a Notification of Well Drilling or Alterations for 7 wells on the Mitchell property.\u00a0 \u00a0<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Williams sent a Notification of Well Drilling or Alterations on the Sadecki pad with 4 wells.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">PSATS sent a notice that the Township\u2019s pension contribution for 2012 will be $6447.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">The Susquehanna County Planning Commission sent a Subdivision Review for Jay and Sandra Birtch, Jr. Mark made a motion to accept the subdivision plan.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.\u00a0 \u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">Mark went through the Ordinance Book for information about the Sewer Ordinance.\u00a0\u00a0\u00a0 The Township had an Ordinance 1973-1 that required a permit for on lot sewage systems.\u00a0 In 2001 we relinquished our authority to COG for enforcement of Act 537. Act 537 has a clause stating all prior ordinances were repealed.\u00a0 One of the stipulations of the agreement was that COG enforced the rules uniformly for all Townships.\u00a0 Mark said the permit could be signed and approve for Bob Coy.\u00a0 If Ordinance 1973-1 needs to be officially repealed it can be done, advertized in the newspaper, approved by the Supervisors, and filed.<\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">Roadmaster Report:<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">Dan gave a report on flood damage that occurred on August 28<\/span><sup><span style=\"font-size: x-small;\">th<\/span><\/sup><span style=\"font-size: small;\">.\u00a0 Dan thanked Dave and Roy for their work and the many hours they put in.\u00a0 Betty Jean Depue, the Township\u2019s EMA Coordinator and Dan rode around the roads assessing the damage.\u00a0 A Declaration of Disaster was submitted.\u00a0 The County was approved for public assistance.\u00a0 Dan submitted damages on August 29<\/span><sup><span style=\"font-size: x-small;\">th<\/span><\/sup><span style=\"font-size: small;\"> of $30,000, but when the PEMA Representative was in the Township he raised the total money amount of the damages to about $80,000.\u00a0\u00a0 Dan was told that trees can be removed from creeks but waterways can\u2019t be changed. \u00a0The DEP will issue emergency permits.<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">The Supervisors had a meeting with Williams on August 30<\/span><sup><span style=\"font-size: x-small;\">th<\/span><\/sup><span style=\"font-size: small;\">.\u00a0\u00a0 The company wanted to move onto the Bailey pad.\u00a0 They were given permission with the understanding that they would rebuild Hawk Road and Bailey Road.\u00a0 Dan has also met with Williams and Vestal Asphalt.\u00a0 Vestal Asphalt has another way of building the road by grinding the surface.\u00a0 They will be meeting with Dan on Thursday, September 8<\/span><sup><span style=\"font-size: x-small;\">th<\/span><\/sup><span style=\"font-size: small;\"> to see the roads.\u00a0 The gas company vehicles will use Franklin Hill Road. The Township has not yet received the check for $65,000. <\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">Heidi Mitchell asked that an e-mail that was sent to some of the Township residents be read at the meeting.\u00a0 Dan didn\u2019t read the entire e-mail but gave a synopsis.\u00a0 If residents are approached by one of the gas companies, contact an attorney or someone knowledgeable before signing a contract.\u00a0 Any changes that you want made in the contract need to be made before you sign. \u00a0This was in regards to pipeline, gas pads, etc.\u00a0 If anyone would like receive informative e-mails contact Heidi.<\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><span style=\"font-size: small;\">All paperwork has been submitted for the Dirt and Gravel Grant Project.\u00a0 We should be receiving a check for $20,212 in the future. <\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"font-family: Calibri;\">One mile of Salt Springs Road at the 4 corners has been opened.
