The Franklin Township Regular Monthly Meeting was held in the Township Municipal Building on Tuesday, August 2nd<\/sup> at 7:11\u00a0\u00a0 P.M.\u00a0 The meeting was called to order by Chairperson Mark Creamer.\u00a0 Present at the meeting were Supervisors Mark Creamer, Dan Depue and the Secretary\/Treasurer.\u00a0 Also present at the meeting were the people on the attached sign-in list.<\/span><\/span><\/p>\n

The meeting was started with the pledge to the flag.<\/span><\/span><\/p>\n

The Minutes from the July meeting were read. \u00a0Mark made the motion to accept the Minutes.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 2 yes votes<\/span><\/span><\/p>\n

The Treasurer\u2019s Report was read.\u00a0 Mark made the motion to accept the Treasurer\u2019s Report.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 2 yes votes.<\/span><\/span><\/p>\n

Correspondence:<\/span><\/span><\/p>\n

The US Census Bureau sent a notice that the Township will be receiving the 2011 Governments Units Survey in October.\u00a0 It must be completed and returned as soon as possible.<\/span><\/span><\/p>\n

A notice was received from the PA DEP for approval for Erosion and Sediment Control for the Mitchell and Hollenbeck well pads.<\/span><\/span><\/p>\n

The State Liquid Fuels Audit was conducted for years 2009 and 2010 on July 27th<\/sup> and 28th.\u00a0 There was a finding for material hauling that wasn\u2019t bid in the amount of $12,886.54.\u00a0 PENNDOT will contact the Township with their final decision.<\/span><\/span><\/p>\n

Mark is researching a Noise Ordinance for compressor stations.\u00a0 He hopes to have more information next month.<\/span><\/span><\/p>\n

Roadmaster Report:<\/span><\/span><\/p>\n

Dan attended the COG Meeting this month.\u00a0 He also attended the NTC meeting.\u00a0 A representative from the Northern Tier Regional Planning and Development Commission spoke about Inter-municipal grants and 2% loans.\u00a0 Ten townships were represented and everyone got a chance to speak about the affects of the gas industry in their Township.\u00a0 <\/span><\/span><\/p>\n

The Dirt and Gravel Road Project on Quarry Road is complete.\u00a0 The final paperwork has to be submitted. The Dirt and Gravel Road Bank account needs to maintain a minimum balance of $1000.\u00a0 For this reason the account will be closed at the completion of the project. <\/span><\/span><\/p>\n

On Valley View Road the pipes have been replaced and new headwalls put in.\u00a0 A new base has been laid.\u00a0 A bill has been submitted to the gas company.<\/span><\/span><\/p>\n

Dan wants to discuss pay raises for the boys.\u00a0 They are now at $13.50 and $14.00 per hour. \u00a0\u00a0Dan proposed a $1.00 per hour increase for each for sometime in the future.<\/span><\/span><\/p>\n

Parts of Booth Road and Olszewski Roads will be worked next.<\/span><\/span><\/p>\n

New Business:<\/span><\/span><\/p>\n

Bob Coy asked the Supervisors to research the \u201cover ten acre rule\u201d for sewage systems.\u00a0 Dan contacted COG and was told that the Township had rescinded the ordinance.\u00a0 Mark will look through the ordinance book.<\/span><\/span><\/p>\n

Mark made a motion to adjourn at 8:06 P.M.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 2 yes votes.<\/span><\/span><\/p>\n
