The Franklin Township Regular Monthly Meeting was held in the Township Municipal Building on Tuesday, July 6th <\/sup>at 7:11 P.M.\u00a0 The meeting was called to order by Chairperson Mark Creamer.\u00a0 Present at the meeting were Supervisors Mark Creamer, Dan Depue, Arthur Starks and the Secretary\/Treasurer.\u00a0 Also present at the meeting were the people on the attached sign-in list.<\/span><\/span><\/p>\n

The meeting was started with the pledge to the flag.<\/span><\/span><\/p>\n

The minutes from the June meeting were read.\u00a0 Mark made the motion to accept the Minutes.\u00a0 Arthur seconded the motion.\u00a0 The motion passed with 3 yes votes.<\/span><\/span><\/p>\n

The Treasure\u2019s Report was read.\u00a0 Mark made the motion to accept the Treasurer\u2019s Report.\u00a0 Arthur seconded the motion.\u00a0 The motion passed with 3 yes votes.<\/span><\/span><\/p>\n

Correspondence:<\/span><\/span><\/p>\n

Williams sent notice of a new well project in Liberty Township and Franklin Township with 3 horizontal legs crossing into Franklin Township.<\/span><\/span><\/p>\n

Included in the PSATS News Bulletin was an article about Senate Bill 1100.\u00a0 This bill opens the door for a natural gas impact fee with could benefit townships but included in the bill is a proposal for statewide zoning. This would supersede any Municipal zoning.\u00a0 \u00a0PSATS is asking the public to contact legislators asking them to amend the bill.<\/span><\/span><\/p>\n

Penndot Liquid Fuels Audit for 2009 and 2010 for hasn\u2019t been scheduled as of this date.\u00a0 The auditor will be called again to set a meeting date.<\/span><\/span><\/p>\n

Mark has reviewed the Ordinance Book.\u00a0 It needs to be reorganized, categorizing ordinances, listing ordinances that are still active and developing a database.\u00a0 When this is completed the Ordinances can be published.<\/span><\/span><\/p>\n

New Business:\u00a0 <\/span><\/span><\/p>\n

We received approval for the Dirt and Gravel Road Application for Quarry Road in the amount of $20,012.00.\u00a0\u00a0 Mark made the motion to sign the agreement.\u00a0 Dan seconded the motion.\u00a0 The motion passed with 3 yes votes.\u00a0 The project will be done this month since the expiration date is July 30th<\/sup>.\u00a0 We could apply for an extension if needed. <\/span><\/span><\/p>\n

Dan stated that the remaining $437.40 from a previous Dirt and Gravel project that is currently in the Dirt and Gravel PNB account can be transferred to the General Fund.\u00a0 All of the money from the new project will be spent.\u00a0 To keep the account open for future projects, I will contact the bank about requirements for a minimum balance.\u00a0 That amount will remain in the account.<\/span><\/span><\/p>\n

Laser Midstream sent the signed Road Maintenance Agreement.<\/span><\/span><\/p>\n

The Susquehanna County Township Officials Association sent an invitation to attend a banquet and convention in October at the Bible Conference.\u00a0 The cost is $17 per person.\u00a0 The Supervisors will attend.\u00a0 The Association is asking for up-dated information.\u00a0 Dan will complete the form and send it in.<\/span><\/span><\/p>\n

Dan met with Ed Sumski from Penndot. Ed reviewed the roads and the mileage in the Township. There were a few areas in question. The roads were a section of Salt Spring Road and also the bypass on Milk Can Corners. \u00a0\u00a0There was also a discussion about the difference between abandoning and vacating a road.\u00a0 Either way Liquid Fuels money is lost but abandoning is preferred since the Township keeps the right-of \u2013way.\u00a0 Ed felt that our Liquid Fuels allotment should remain about the same.<\/span><\/span><\/p>\n

The gas company will put a base on Valley View Road.\u00a0 All headwalls will be replaced and any pipes that need to be replaced will be done.\u00a0 A top will be put on in the future.\u00a0 Dust control has been done by the gas company on Valley View and Forks Hill Roads.\u00a0 Trucks will start running on Hawk Road from Mitchell\u2019s Quarry to the pipe yard. Work on Bailey Road is still in question.\u00a0 <\/span><\/span><\/p>\n

Several residence voiced concerns about road conditions due to the gas truck traffic during the public comment part of the meeting.<\/span><\/span><\/p>\n

Mark made the motion to adjourn the meeting.\u00a0 The motion was seconded by Dan. The meeting was adjourned at 7:40 P.M.<\/span><\/span><\/p>\n
