The Franklin\nTownship Regular Monthly Meeting was held on March 3, 2020 in the township\nbuilding. Present at the meeting were Chairperson\nLee Burch, Supervisors Phil DePue, and Mark Creamer, Secretary\/Treasurer Jeanne\nSullivan the people on the attached sign-in list. Lee called the meeting to\norder at 7:00PM. The pledge to the flag\nwas recited. Jeanne read the minutes\nfrom the last meeting. Lee made a motion\nto accept the minutes as read. Mark seconded the motion. The motion was passed. Jeanne read the treasurer\u2019s report. Lee made a motion to accept the report as\nread. Mark seconded the motion. The report was passed.<\/p>\n\n\n\n
Sealed Bids:<\/p>\n\n\n\n
Bids were opened. <\/p>\n\n\n\n
Since the Supervisors had some\nquestions about the bids for crushing the bids will be tabled until next\nmeeting when more information is available. \nInsinger Quarries and Stagecoach Transport and Crushing submitted bids.<\/p>\n\n\n\n
Calcium bids were also tabled with\nthe Supervisors requesting additional information. Bids were submitted by Vestal Asphalt and\nSuite-Kote.<\/p>\n\n\n\n
Equipment bids were read. Companies submitting bids were G\u2019s, Karp,\nRips, and Insinger. Phil made a motion\nto accept all bids. Mark seconded the\nmotion. The motion passed with Phil and\nMark voting yes and Lee voting no.<\/p>\n\n\n\n
The dozer bid was next. Lee made a motion to accept the bid from G\u2019s\nExcavating. Mark seconded the\nmotion. The motion passed with 3 yes votes.<\/p>\n\n\n\n
The cinder bid followed. Lee made a motion to accept the bid from\nBrown Farms for cinders. Mark seconded\nthe motion. The motion passed with 3 yes\nvotes.<\/p>\n\n\n\n
Mirabito Fuel submitted a bid for Un-dyed on Road Diesel, Clear Kerosene, #2\nHeating fuel and Propane. Lee made a\nmotion to accept the bid. Mark seconded the motion. The motion passed with 3 yes votes.<\/p>\n\n\n\n
Lopke Quarries sent a bid for\nstone. Lee made a motion to accept the\nbid from Lopke. Mark seconded the\nmotion. The motion passed with 3 yes\nvotes.<\/p>\n\n\n\n

PA Dept. of Environmental Protection\nsent notice an application for authority to construct and\/or operate under Air\nQuality General Plan approval and operating permit at the Bolles Pad.<\/p>\n\n\n\n
SWN sent two notifications of renewal\npermit to drill in New Milford.<\/p>\n\n\n\n
Cabot sent notification of Proposed\nModification on the Groover Pad in Bridgewater.<\/p>\n\n\n\n
Liquid Fuels and Turnback money was\nreceived.<\/p>\n\n\n\n
ROADMASTER:<\/p>\n\n\n\n
The gas company has been using the\ntownship roads and fixing them. The\nweather has made it difficult to maintain the roads.<\/p>\n\n\n\n
BUSINESS:<\/p>\n\n\n\n
Lee attended Boot Camp. He discussed the PSATS link, records\nretention and publishing an employee handbook. \n<\/p>\n\n\n\n
Lee made a motion to adjourn the\nmeeting. Mark seconded the motion. The meeting was adjourned at 8:05 PM.<\/p>\n\n\n\n
