The Franklin\nTownship Regular Monthly Meeting was held on November 5, 2019 in the township\nbuilding. Present at the meeting were Chairperson\nMark Creamer and Supervisors Phil DePue and Jeanne Sullivan and the people on\nthe attached sign-in list. Mark called\nthe meeting to order at 7:11 PM. The\npledge to the flag was recited. Jeanne\nread the minutes from the last meeting. \nMark made a motion to accept the minutes as read. Phil seconded the\nmotion. The motion was passed. Jeanne read the treasurer\u2019s report. Mark made a motion to accept the report as\nread. Phil seconded the motion. The report was passed.<\/p>\n\n\n\n

Summit Financial sent the total\naccount value for the Pa. Municipalities Pension Trust. The total for the township as of 9\/30\/19 is\n$137,582.73.<\/p>\n\n\n\n
John Watts from JHA sent a letter\nabout continuing service for 2020.<\/p>\n\n\n\n
Peoples Security Bank sent a letter\nstating the CD account balance is $304,529.04. \nTheir auditor requested a signature to confirm the amount.<\/p>\n\n\n\n
SWN sent a letter about Natural Gas\nWell Development in several communities including Franklin Township. The company is requesting a questionnaire be\ncompleted.<\/p>\n\n\n\n
Susquehanna County Dept of Planning\nand Development sent notification about the Haberle\/Mulligan \u2013 Cokely-Kern\nsubdivision.<\/p>\n\n\n\n
PA DEP sent a letter acknowledgement\nof the final report pertaining to the 73 Webster Well Pad and in a separate\nletter the Post Remediation Care Plan Activities for the Mitchell Well Pad 79.<\/p>\n\n\n\n
The Susquehanna County Planning\nCommission sent notification that the Commission granted preliminary and final\napproval for the revised Blachek Major Subdivision.<\/p>\n\n\n\n
SWN sent the supervisors a mailing\nfor a Permit To Drill at Bolles SE 3H.<\/p>\n\n\n\n
Phil announced that Roy Johnson had\nrescinded his resignation while he was on paid vacation. Roy will return on November 4th<\/sup>.<\/p>\n\n\n\n Road Report:<\/p>\n\n\n\n Potter and Olszeski Roads have been\ngraded.<\/p>\n\n\n\n Nine hundred ninety tons of small\nstone have been hauled and mixed with the cinders in the shed in anticipation\nof the winter. The township paid $5.32\nper ton compared to the $15 per ton that is normally charged by Lopke.<\/p>\n\n\n\n The township got a permit to fix\nConroy Road. The creek was taking the\nroad. Roger put in a new wall. Thirty loads of big stacking stone and\nmodified were used on the job.<\/p>\n\n\n\n Dave Mitchell assisted in setting up\nthe plow trucks for the winter.<\/p>\n\n\n\n Winter is approaching and a few small\nroad project need to be completed such as fixing pot holes.<\/p>\n\n\n\n Mark made a motion to adjourn the\nmeeting.
